Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from various governments. Significant resources is expended on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capability afforded by timely intelligence. From observation points, military aircraft that had been deployed to engage hostile aerial threats flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's vital need on external assistance – a need that neighboring countries are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is unfeasible to force Russia to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until circumstances change in its advantage.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
